Ukraine and the EU: Unofficial Consultations by Hungary and Future Membership Prospects

In recent weeks, the international community's attention has shifted again towards Ukraine’s reform processes and its aspirations for European integration. An important aspect of this situation is Hungary’s unofficial stance regarding Ukraine's potential accession to the European Union. Although the consultations held by Hungary are not considered obligatory by the European Commission, they have garnered significant attention due to their political implications and influence on the regional geopolitical balance. According to EU Commissioner Guillaume Mer secrétaire, the results of these consultations, where the majority of participants allegedly opposed Ukraine’s EU membership, are not formal steps and are not binding. Nevertheless, the European Commission has noted their significance. He emphasized that the Hungarian government organized and convened these consultations at the national level, leaving future steps dependent on their outcomes. In response, the EC representative added that Ukraine demonstrates remarkable reform achievements despite extremely difficult circumstances and has already met the criteria for opening the first cluster, particularly regarding fundamental issues. Brussels officials positively assessed Ukraine’s plan for integrating national minorities, which addresses regional concerns. Guillaume Mer secrétaire highlighted that the EU’s enlargement policy should be based on achievements, and any obstacles without objective reasons undermine trust in the process. He expressed hope that the first cluster would soon be opened, marking an important step for Ukraine’s future reforms. It is also recalled that after the European Council summit on June 26, where Hungary vetoed further rapprochement with Ukraine, the country remains in anticipation of the first negotiation clusters opening.
