❗Simple Explanation: What Happened in the Verkhovna Rada? Law 12414: What’s Next for NABU and SAP? Yanina Knows!
The Security Service of Ukraine and the Prosecutor General's Office have exposed the FSB's infiltration of the National Anti-Corruption Bureau of Ukraine.
On July 21, the largest search operation in the history of Ukraine's anti-corruption agencies took place.
The SBU, the State Bureau of Investigation, and the Prosecutor General's Office conducted more than 70 searches at the premises of employees of the National Anti-Corruption Bureau.
Well, despite the fact that the SBU reported only one detention.
At least 15 NABU employees were involved in the searches.
Friends, these actions have caused a wave of indignation among human rights defenders, anti-corruption activists, journalists, and even international partners.
The G7 expressed a note of protest and concern. Were the actions of the SBU employees urgent and legal? I'll try to figure it out in a few seconds.
Subscribe to our channel, please, friends. Like this video. Well, watch this video to the end.I am sure that I will give you a basis, a kind of ground for reflection, so that you understand what is happening in the country with the security forces.
They drove. So, friends, let's figure it out.The cases that triggered this wave of searches are different in content.
One of them, which the Security Service publicly reports, features the head of the NABU detective department, Ruslan Mugamed Rasulov, whom the SBU suspects of being abetted by the Russian Federation.
According to the investigation, a NABU official stationed in the city of Dnipro and coordinating the bureau's activities in front-line regions, in particular, as you understand, in the Dnipropetrovsk and Zaporizhia regions, allegedly maintained contacts with representatives of the aggressor country and helped his father conduct illegal trade with the Russian Federation.
As the investigation established, the agent's subversive activities were coordinated by the traitor Dmytro Ivantsov, Yanukovych's deputy head of security, who in February 2014 helped the fugitive president move to Russia, but himself remained in Crimea and joined the ranks of the occupiers and was recruited by the FSB.
The security service documented at least 60 episodes of the transfer of restricted information to Yanukovych's former deputy head of security by the person involved.
Other cases that the Security Service has taken up with NABU involve ordinary road accidents that occurred on the 21st-23rd.
But right now, on July 25th, law enforcement officers decide to return to these cases and come to NABU detectives with suspicions, once again, with suspicions regarding road accidents that occurred in 2021-23.
Strange, you might say. Now let's try to understand why.In parallel, the SBU conducted an unscheduled inspection of access to state secrets by the NABU and the SAPO.
Let me remind you that NABU, the National Anti-Corruption Bureau, the SAB, the Specialized Anti-Corruption Prosecutor's Office, that is, the most important anti-corruption bodies in the country, let me remind you, are independent.
The heads of both of these structures were on a business trip abroad at that time.
No one warned them about the inspection.Anti-corruption activists say this could have opened up access to operational cases, covert activities, classified agents, and whistleblowers.
And then we also learn from the SAB report that as part of yet another SBU inspection of compliance with state secrets, the special anti-corruption prosecutor's office received all the data on all operations, special operational measures, covert actions, well, in short, everything that was investigated by the NABU.
For many years, all the relevant operational work, all the secret work, has now become available to the SBU.
Well, I think there's no need to explain at length what will happen next.
A total of four suspicions were handed over, three of them for a traffic accident.
Another one to Ruslan Magamedrasulov for allegedly working with Russia.
But even this suspicion, according to lawyers, looks quite strange.
Mentions of vacationing in Tenerife are weighty, but are actively used to form a negative image.
The SBU release also fully disclosed information about the suspect, that is, an employee of the National Anti-Corruption Bureau, which contradicts the presumption of innocence.
Does this look like concerted pressure on the anti-corruption vertical? I ask that you write about it in the comments.
Meanwhile, representatives of Transparency International, the Anti-Corruption Center, and journalists and activists believe that this is a signal of the authorities' desire to destroy the independence of the anti-corruption bodies created after the Revolution of Dignity and to use force to obtain information and influence investigations into top officials.
At the same time, another version is being heard. All this may be the authorities' response to the NABU investigation into high-ranking officials, in particular the case against former Unity Minister Oleksiy Chernyshov, who was accused, let me remind you, of corruption.
And it was precisely the anti-corruption bodies that did this, which are in no way regulated and have no influence from Bankova, Tatarov, Girmak, and their ilk.
It's inconvenient. The president's office is uncomfortable.Another version of testing the limits of international patience.
Why do I say that? After the failure of the competition for the head of the Bureau of Economic Security and the suspicion of Vitaly Shabunin, the international reaction was sluggish.
The CPC suggests that the authorities have seen that anti-corruption reforms are not a mandatory language for obtaining support from partners.
Therefore, you can safely put pressure on anti-corruption activists so that they don't touch their own.
The consequences can be critical. The anti-corruption infrastructure is losing its autonomy and risks being discredited.
The government may question not only the effectiveness, but also the appropriateness of the existence of the NABU and the SAPO.
Like, look, people, if there are such moles, such traitors, traders with the Russian Federation, then maybe we do n't need such bodies.
Let's let them all go. Listen. And if the SBU's actions continue, for example, restricting NABU detectives' access to state secrets, the bureau will actually lose the ability to work.
In December 2023, the law eliminated the influence of the prosecutor's office on the SAPO, but today there is a threat that this influence, friends, will return.
A system that took years to build can be dismantled in a matter of weeks.
And all because the authorities are attacking anti-corruption institutions after cases against the environment, the close circle of Volodymyr Zelensky.
Friends, regarding the Security Service of Ukraine.
You will tell me: "Yanina, so many cool operations by the SBU.
Why are they now being talked about as an agency that has some negative characteristics? Friends, the SBU is a structure that has two distribution vectors.
One vector is the front, these are military operations behind enemy lines, well, that is, everything related to war.
The other is the story inside the country.Often an effective story is, so to speak, indicative.
That is, there is a part of people who carry out the instructions of other people who are subordinate to the power curator from the president's office.
Let me remind you that at the moment they are Oleg Tatarov and Andriy Yermak.
This is for understanding about the SBU.It was on the instructions of some employees of the power sector of the president's office that Bigsinfo journalists were being monitored.
Do you remember how a whole brigade from the SBU of a certain department came, set up maids, spent time and money on this in advance, placed video cameras where the girls were changing clothes.
Well, that is, they monitored for journalists, they were looking for compromising material so that they would, excuse me, get screwed less.
The second point.Well, this is an agent and the kid has already caught agents more than once.
You have definitely seen this on social networks, including the heads of certain departments, quite big fish, as they say.
Well, literally today the Security Service of Ukraine has another suspect in a bribe, 300,000 kshs.
and NABU agents were involved in this case. You will ask Nino, what is 300 ksors for? Well, I will tell you.
So, according to the NABU investigation, an SBU official and his accomplices demanded 300,000 from a person in relation to whom he was providing operational support in a case regarding the organization of illegal transportation of military conscripts, well, that is, draft evaders, abroad.
There is such a case today too. Fresh information.Well, the most recent is that just a few minutes ago the Verkhovna Rada is going to consider bill 12414.
Key guarantees of independence The National Anti-Corruption Bureau and the Specialized Anti-Corruption Prosecutor's Office, my friends, are under threat right now.
Do you understand why they did this groundwork? So, what is in this bill and why do they absolutely want to push it through? I'll tell you briefly.
You sign up for us if you have n't signed up yet, so that you know the truth, no matter how uncomfortable it may be.
So, the amendments to this bill 12414.According to the amendments, the Prosecutor General is empowered to take cases from NABU and assign investigations to other bodies, to be the de facto head of the SAPO and to delegate the powers of the SAPO prosecutor to other prosecutors.
to provide NABU detectives with mandatory written instructions, to independently close cases on suspicion of top officials.
The procedural autonomy of the SAPO is significantly limited.
SAPO prosecutors will be deprived of the opportunity to determine the subject matter of the NABU investigation.
In exceptional cases, the head of the SAPO will not be able to resolve disputes about subject matter of the investigation in cases that NABU can investigate.
The head of the SAPO will not have the authority to change appeals and cassation complaints filed by SAPO prosecutors.
Class.Deputies are seriously violating the 116th regulation of the Verkhovna Rada, or are they radically changing the subject of regulation of project 12414 in their own interests.
For what? in order for cases against those who are corrupt, agents and simply want to continue to feel free to steal, there may be violations in large volumes.
That is why the head of the BEP has not yet been appointed, although the competition was held, there is a winner.
BEP, let me remind you, is the Bureau of Economic Security.
And so the whole story is being finalized, in which the president's office, namely its leaders Andriy Yarmak, deputy Tatarov, will oversee absolutely all bodies.
Well, a few minutes ago, despite the blocking of the rostrum, the Verkhovna Rada did adopt bill 12414 on the actual destruction of the anti-corruption bodies of Ukraine.
Thank you. Thank you very much.Write in the comments that Think about it, and check out our latest issue about the dairy traitor.
