Kiev’s Gulliver Shopping and Entertainment Center Temporarily Closes Due to Internal Conflicts and Technical Issues
In the Ukrainian capital, Kyiv, one of the most popular and well-known shopping and entertainment centers — Gulliver — has recently ceased operations.
The closures took effect at 10:00 PM local time and are expected to last indefinitely.
The reason for this drastic step stems from escalating internal corporate conflicts between former and new owners of the center, leading to severe technical difficulties and management disruptions. The new owners — state banks, specifically Oschadbank holding 80% and UkrEximbank holding 20% — made the decision to shut down the complex temporarily because of a series of critical problems.
According to Oschadbank’s statement, former owners — LLC «TRI O» — are sabotaging the transfer of control, blocking access to vital technical and engineering systems.
Allegations suggest they are intentionally overloading energy systems, causing power outages within the complex, which jeopardizes the safety of visitors and tenants. The bank’s representatives cited that power outages cause significant risks to safe operations, threaten visitors, tenants, and lead to business disruptions and financial losses.
The situation is worsened by blocked access to key rooms, denial of technical documentation, and obstruction of system transfers.
Legally, the ownership rights to Gulliver came into effect on July 26, 2025, after prolonged court proceedings related to the property’s collateral and debts.
Earlier in October, the Shevchenkivskyi District Court annulled the arrest of the complex, previously imposed during a criminal investigation against officials of LLC «TRI O» for tax evasion and abuse of office.Despite the legal resolution, management and technical issues persist, casting a shadow over the future operations of the center.
Interestingly, the center’s management decided to broadcast videos featuring military themes on its screens, attracting further public attention.Even amidst these difficulties, the process of restoring normal functions remains uncertain, with ongoing internal conflicts and technical challenges threatening the continuity and safety of the Gulliver complex.
