U.S. Aims to Raise up to $15 Billion for Ukraine via PURL Program by 2026

Chas Pravdy - 29 October 2025 09:32

The U.S.

State Department and military officials are preparing to mobilize substantial financial support for Ukraine under the PURL initiative, which aims to rapidly supply American weapons and military systems.

The potential funding could reach up to $15 billion by 2026.

According to NATO envoy Matthew Witaker, an additional approximately $2 billion is expected to be mobilized by the end of 2025 through this program, which is being implemented gradually.

The support is focused on swift, large-scale deliveries of U.S.

military equipment, crucial for Ukraine’s defense and ongoing resistance at the frontlines.

Besides the United States, Europe has already strengthened its backing — Denmark, Norway, Sweden, Canada, Germany, and the Netherlands have committed over $2 billion in several separate PURL packages.

Estonia, Latvia, Lithuania, Slovenia, and Finland also announced their readiness to approve a fifth package.

Swedish Defense Minister Peter Jönsson told Politico that 20 NATO allies have already expressed their support, but increasing backing has left countries like the UK and France in more delicate positions due to their pending contributions.
