EU Imposes Sanctions on Russian University Rector Over Circumvention of Sanctions through Master’s Program

Chas Pravdy - 24 October 2025 04:19

The European Union has taken a significant step in combating Russian propaganda and sanctions evasion by imposing targeted restrictions on Nikita Anisimov, the rector of the Higher School of Economics in Moscow.

This measure follows the university’s launch of a new master’s program, which the EU claims facilitates the bypassing of Western sanctions.

Officials noted that such actions do not go unnoticed and have serious implications for Ukrainian and global security.

According to official sources, the program titled “Master’s in Compliance with Sanctions Legislation” promises students insights and real-world cases related to risks faced by Russian and international companies.

However, Anisimov’s activities extend beyond this: in 2023, he publicly announced that his university would fund the training of Russian military personnel involved in the Ukraine conflict.

As a result, the EU has decided to freeze Anisimov’s assets within its sanctions framework.

Additionally, in response to Russia’s military aggression, the United States has recently implemented new sanctions against Russia, targeting oil giants Rosneft and Lukoil, indicating the U.S.

commitment to a broader sanctions policy against the aggressor.
