European Countries and Ukraine Collaborate on an Ambitious Proposal to End the Russia-Ukraine War

Chas Pravdy - 21 October 2025 20:46

According to Bloomberg, citing informed sources, European nations are working closely with Ukraine to develop a comprehensive 12-point plan aimed at ending the ongoing conflict with Russia.

The proposal envisions that during its implementation, a special peace council led by former US President Donald Trump will oversee the process, attracting considerable international attention.

The core of the plan involves returning all deported Ukrainian children, providing compensation for war damages, ensuring security guarantees, and establishing a pathway for Ukraine’s fast-track accession to the European Union.A key element of the proposal includes the gradual lifting of sanctions against Russia.

However, approximately 300 billion dollars in frozen Central Bank reserves will only be unfrozen once Moscow agrees to contribute to Ukraine’s post-war reconstruction efforts.

The plan also stipulates that in case of renewed aggression from Russia, sanctions will be promptly reinstated.Furthermore, negotiations between Kyiv and Moscow about managing the temporarily occupied territories are envisaged, although neither the EU nor Ukraine will recognize any form of occupation.

Russian officials continue to reject calls to cease hostilities along the current frontlines despite the ongoing conflict for over four years, with significant casualties on both sides.Details of this ambitious initiative are still being elaborated and may change, officials warn.

Support from Washington is essential, and European diplomats are expected to visit the US this week to discuss further steps.

The plan aligns with Trump’s recent calls for an immediate freeze of the conflict at its current lines before entering negotiations.European leaders expressed strong support for an urgent ceasefire and the need to create conditions for peaceful negotiations.

US President and Zelensky both emphasized the importance of Ukraine and Russia reaching an agreement to end the war.

Meanwhile, reports indicate that Putin, during a phone conversation with Biden, demanded full control over Donetsk as a condition for peace, complicating diplomatic efforts.

Trump supports a freeze on the conflict at current lines and denied encouraging Ukraine to cede territory.
