Selective Deferments from Mobilization in Ukraine: Which Documents Confirm the Right to Exemption
In the context of ongoing general mobilization and martial law in Ukraine, the issue of deferments from military conscription has become particularly relevant.
While eligible men receive summonses and undergo training, the law provides for certain certificates that exempt them from mandatory service for a specified period.
Starting November 1, 2025, Ukraine has introduced a revised system for issuing and confirming deferments from mobilization.
The Ministry of Defense reports that the main document for confirming the deferment is now an electronic military registration document accessible via the ‘Reserves+’ mobile app.
This innovation eliminates the need for paper documents with official stamps, although military personnel have the option to obtain printed copies for official purposes.
These copies can be generated through the ‘Reserves+’ app, the ‘Diia’ portal, or by visiting military registration centers or local administrative centers if a stamped paper confirmation is required.
Additionally, since September 1, students in higher education institutions are required to undergo basic military training (BZT).
It is also important to understand that a deferment does not exclude the possibility of mobilization if called up, especially in critical situations or shortages of reserves.
