Postponement from Mobilization During Martial Law: New Rules and Opportunities for Reservists in Ukraine
Amid the enforcement of martial law and general mobilization in Ukraine, many reservists are seeking ways to delay or avoid conscription.
However, the process of obtaining deferrals has become more modern and convenient thanks to new digital services and legislative changes.
Since November 1, 2025, Ukraine has implemented an updated system for issuing and extending deferrals from mobilization.
Most deferments are now automatically renewed, and application procedures are increasingly shifted to digital formats via the mobile app ‘Rezerv+’.
For those who do not use a smartphone or only have paper documents, there is an option to submit applications at any Center for Administrative Services (CAS).
An administrator at the CAS receives the documents, scans them, and electronically transmits them to the appropriate territorial recruitment and social support center (TRSSC), which makes the decision regarding the deferment.
Once a decision is made, the user receives a notification within the ‘Rezerv+’ app, and the deferment status is automatically reflected in their electronic military record.
This eliminates the need for repeated visits to the CAS.
Additionally, the CAS administrator can inform applicants by phone about the results and, if necessary, print out an electronic military ID with a note about the deferment.
These innovations greatly simplify the process, allowing reservists to obtain deferments faster and more conveniently without personally visiting military enlistment offices.
It is important to note that the final decision on granting a deferment remains with the relevant TRSSC, with the CAS serving primarily as a processing point for documents.
