Changing Military Registration Location During Wartime: What Ukrainians Need to Know

In the context of declared general mobilization and prolonged martial law in Ukraine, important questions have arisen regarding the procedure for changing one’s military registration place.

Is it possible to transfer to another Territorial Recruitment Center (TRC) at will and without changing one’s official residence? Attorney Olena Khomenko, head of the Actum Law Firm, provided clarification.

According to her, current legislation does not allow individuals to change TRCs solely based on personal desire.

Military registration is maintained based on a person’s registered or declared residence, including temporary registration for internally displaced persons, who must register or declare their residence within the relevant administrative territory.

The lawyer emphasized that changing the TRC is only possible if the individual actually moves or registers a new place of residence—either permanent or temporary.

Attempts to switch TRCs without a change in residence or simply because of more convenient or shorter queues are not legally supported.

To change TRCs, one must first declare or register a new residence within the appropriate administrative unit, after which the military registration will be updated accordingly.

Therefore, Ukrainians are advised to follow the established procedures to ensure their legal status and avoid potential complications during martial law.

Drastically changing the TRC without complying with official registration rules is not feasible, and law enforcement will automatically update registration data based on actual residence changes.
