Employee Quarantine and Defense Critical Enterprises in Ukraine Amid Mobilization
In the context of ongoing nationwide mobilization and the martial law in Ukraine, the protection and exemption of employees working at critical enterprises has become a pressing issue.
The government has focused on identifying companies that are strategically important for national security and the country’s economy.
The Ukrainian Ministry of Defense announced new criteria allowing essential enterprises to obtain the status of critical defense industry entities, which enables them to exempt their workers from mobilization.
According to these regulations, defense sector companies, aerospace, and space industry organizations can now submit documents to official channels via email admou@post.mil.gov.ua, to obtain the relevant status.
Previously, these functions were managed by the Ministry of Strategic Industries of Ukraine, but now the defense ministry has taken over this responsibility.
The key criteria for obtaining this status include fulfilling defense contracts, participating in international agreements, producing more than 50% of their output for defense purposes in the reporting period, and receiving state grants for technological development.
Additionally, enterprises can qualify as vital to the national economy if they meet at least three of several requirements, such as fulfilling government defense orders, engaging in aerospace or space projects, or producing goods or services necessary for the defense-industrial complex.
If at least two of these criteria are satisfied, companies can be designated as critically important for the functioning of the economy and the population’s vital needs during special periods, allowing them to exempt up to 50% of their employees who are liable for military service from mobilization.
