New Russian Tactics: Vulnerability of Ukraine’s Energy Infrastructure and Security Challenges

In the current phase of the war, Russia is employing fundamentally new approaches in military operations against Ukraine, particularly targeting critical energy infrastructure.

Renowned Member of Parliament and member of the National Security, Defense, and Intelligence Committee, Serhiy Rakhmanin, explained on Radio Liberty that modern drones and missiles attack air and ground targets in a way quite different from what was anticipated during the design of protective structures.

This means that existing defenses are no longer effective under new combat conditions.He emphasized that the infrastructure of Ukraine’s energy sector remains largely vulnerable due to imperfect protection systems and the lengthy process required to build reliable shelters.

The ongoing war and bureaucratic procedures prolong the construction process, which complicates the timely deployment of necessary safety measures.

Even with some procedural simplifications, building robust shelters remains a long and complicated process involving multiple approvals, expert evaluations, and coordination with relevant authorities.Furthermore, the deputy highlighted that Russia is conducting multi-vector operations, deliberately launching simultaneous strikes on energy and railway infrastructures.

This strategy increases risks for the country’s vital functions and facilitates energy terrorism that undermines Ukraine’s resilience.He also pointed out that rapid decision-making related to protecting critical infrastructure could pose legal risks for officials.

Bureaucratic constraints and rigid regulations hinder swift responses, reducing the effectiveness of protective measures.

“Even if you act outside the strict procedural framework, sooner or later law enforcement agencies might question the legality of such actions,” he noted.Overall, the situation calls for a reassessment of defense strategies, taking into account the evolving tactics of the enemy.

Ukraine is actively seeking international support to stabilize and restore damaged facilities, but challenges remain significant, as Russia continues targeted efforts to destabilize the Ukrainian economy and disrupt essential services.
