What You Need to Know About the Mobilization Restrictions in November: Who is Exempt from Conscription

Amid the declaration of martial law and nationwide mobilization in Ukraine, authorities have outlined a clear list of categories of citizens who will not be conscripted in November.

This information becomes particularly relevant for those caught up in the mobilization wave, as per the Law on Mobilization Training and Mobilization, certain exceptions allow individuals to avoid being drafted.

These include people with serious health issues confirmed by military medical commissions, individuals with disabilities of any group, and parents of three or more minors, as well as guardians caring for children without parents.

Additionally, persons obliged to care for relatives with first or second group disabilities or with serious chronic illnesses are exempt.

Students enrolled in full-time or dual education programs, pursuing higher education levels beyond their current ones, also qualify for deferment.

Those who are under official reserves from organizations or enterprises performing strategic tasks vital to national security are also excluded.

Also, individuals with siblings who participated and were either killed or went missing during combat operations against Russia are not subject to mobilization.

Importantly, those who have already been held captive in enemy captivity are not subject to repeated conscription and may only serve voluntarily.

Legal expert Danilo Honcharenko from YurYUK ‘Prykhodko and Partners’ previously emphasized that even if a close relative is serving in the Armed Forces, it does not automatically prevent others in the family from being drafted during heightened mobilization activities.
