In Ukraine, unpaid traffic fines increase, highlighting mounting enforcement challenges

As of late October 2025, Ukraine has recorded over 2 million unpaid traffic fines in the Unified Register of Debtors.

Of these, approximately 1.5 million fines have been marked as closed but remain unpaid, accounting for more than half of all closed violations.

Since the introduction of martial law, the number of unpaid fines has surged by 43%, complicating enforcement efforts.

The primary reason for the persistence of these debts is the inability to recover amounts from violators, due to various logistical and legal obstacles.

OpenDataBot reports that the majority of unpaid fines—over 75%—are violations of traffic rules, which are marked as closed but unpaid.

Men are the predominant offenders in this category, accounting for 92% of unpaid fines, with the largest share within the 25-45 age group (64%).

Young drivers under 25 represent 13%, while those over 45 make up 23%.

Geographically, Dnipropetrovsk region leads with approximately 211,500 fines, surpassing Kyiv’s 193,700.

Other regions with significant numbers include Odesa (146,900), Kharkiv (125,900), and Kyiv region (106,300).

Experts warn that soon legislation will be tightened to increase liability for traffic violations, including measures to seize vehicles driving under the influence, aiming to reduce violations and improve enforcement efficiency.
