New Procedures for Deferring Mobilization in Ukraine: What Every Citizen Needs to Know

Starting from November 2025, Ukraine has implemented a new system for issuing and renewing postponements from mobilization aimed at making the process more transparent, efficient, and accessible for citizens.

The Ministry of Defence has clarified all the nuances of this reform, including the automatic renewal of most existing postponements and the use of modern digital tools for submitting documents.

According to Mytislav Banik, the head of digital products at the Ministry of Defence, over 600,000 postponements are now automatically extended without requiring additional actions from individuals, significantly reducing bureaucratic hurdles and minimizing opportunities for manipulation.

This ensures a faster and more controlled process, with everyone receiving notifications in the Reserve+ app if their postponement is automatically renewed.

Importantly, for categories with special circumstances—people with disabilities, parents with children, military personnel with particular conditions, and others—automatic renewal is mandatory.

Moreover, the method of applying for postponements has shifted: the primary means now are the Reserve+ mobile app and the DІІa portal.

Physical documents are no longer considered official proof.

Those who do not use digital services can submit their applications through the Centers of Administrative Services (ЦНАП), which act as front offices for processing these requests.

Thanks to these changes, the process of obtaining and renewing deferrals has become more convenient, faster, and transparent, aligning with modern challenges faced during Ukraine’s ongoing military conflict and the urgent need to adapt military accounting and mobilization procedures swiftly and effectively.
