Mobilization and Martial Law in Ukraine: How Many Unemployed Have Been Drafted Since 2025 Began

Currently, Ukraine continues to operate under martial law and a comprehensive mobilization effort aimed at strengthening the country’s defense amid ongoing conflict.

During this period, eligible men who are liable for military service receive summons and are called up.

According to data from the State Employment Service, many unemployed Ukrainians have been removed from the registration due to conscription—totaling only 119 individuals, which is less than 0.1% of all registered unemployed.

Since the start of 2025, nearly 62,000 men have lost their status as unemployed, representing approximately 21% of the total client base registered at the employment service.

Despite the mobilization, the number of men seeking employment has increased by nearly 4% compared to the previous year, currently reaching about 144,000.

The highest numbers of job-seeking men were registered in Dnipropetrovsk, Kharkiv, and Lviv regions.

In terms of unemployment deregistrations due to military call-up, these cases were primarily recorded in Zhytomyr and Chernihiv regions, while no such cases were reported in Zakarpattia, Zaporizhzhia, Mykolaiv, Poltava, Rivne, and Kherson regions.

Representatives of the employment service emphasized that the mobilization has a minimal impact on the overall level of unemployment, and most Ukrainians continue actively searching for jobs despite the martial law conditions.
