Kyiv Court Delays Hearing for Truhanov and Eight Officials in Negligence Case That Led to Odesa Tragedy

Chas Pravdy - 30 October 2025 15:36

On October 30, Kyiv’s Pechersk District Court was scheduled to review the preventive measure for former Odesa mayor Gennadiy Truhanov and eight other officials charged with professional negligence.

However, the hearing was postponed to October 31, with different start times for each suspect.

This decision marked a crucial step in the case related to the tragedy that occurred on September 30, 2023, when intense rains caused flooding in Odesa, resulting in casualties.

According to investigators, the city mayor was aware of the malfunction in the drainage systems, yet failed to address the issue, which contributed significantly to the disaster.

Besides Truhanov, his deputies and municipal service heads also received suspicion notices.

Prosecutors intend to request the house arrest for Truhanov.

The case resonates with the public because it involves not only neglect but also the tragic loss of lives due to governmental irresponsibility.

Truhanov denies his guilt and partially blames the hydrometeorological center, claiming that warnings were issued only after the people had already suffered losses.

The incident highlights significant management and accountability issues at the local government level, raising questions about emergency preparedness and response in Ukrainian cities.
