Police officially suspect Odessa’s former mayor Trukhanov and officials over flood that claimed nine lives

Following the catastrophic flood in Odessa on September 30, which resulted in the deaths of nine residents, the National Police of Ukraine has officially announced suspicions against several high-ranking officials, including former Odessa mayor Gennadiy Trukhanov, his deputies, city council officials, and representatives of municipal enterprises.

In total, nine individuals are under suspicion of negligence in their official duties.

The heavy rains that struck Odessa caused unprecedented flooding, especially in residential areas where a family with a child drowned after living on the basement floor.

The rapid rise of water left no opportunity for rescue, highlighting the city’s inadequate drainage system and unpreparedness for such natural calamities.

Law enforcement carried out over 25 searches in administrative buildings and suspects’ residences, seizing documentation, computers, mobile phones, and rough notes for evidence collection.

Under Article 367 Part 3 of the Ukrainian Criminal Code — neglect causing death — nine suspects, including the ex-mayor, deputies, city officials, and municipal workers, have been notified of suspicion.

The court is currently deciding on preventive measures for the accused.

It is known that on October 28, Trukhanov received formal notification of suspicion.

The investigation continues, and this case has gained widespread attention not only because of the scale of tragedy but also because of the apparent negligence of local authorities responsible for urban infrastructure.
