Budanov Reveals the Three Main Objectives of Russia’s Hybrid Attacks in Europe
The Main Intelligence Directorate of Ukraine has provided a detailed analysis of the ongoing hybrid operations carried out by Russia against the European Union and worldwide.
According to Kyiv’s top intelligence official, Kyrylo Budanov, the aggressor employs a variety of tactics, including sabotage at factories and railways, cyberattacks, drone strikes, and military aircraft incursions into the airspace of EU member states.
These actions serve three primary objectives, explained the expert, a term in military science referred to as ‘reconnaissance in force’.
The first goal is psychological—aimed at influencing domestic perception within Russia—by propagating the idea that Europe is weak and incapable of defending itself, thus lowering confidence in Western values.
The second, practical goal involves testing reactions, assessing decision-making capabilities, and identifying vulnerabilities by monitoring responses to drone incursions and sabotage acts.
It’s a dual challenge—both political and military—further intensified by information warfare.
Budanov emphasizes that Russia seeks to stoke anti-war sentiments across European countries to diminish support for Ukraine and weaken the cohesion of the alliance.
This strategy, he warns, could result in less aid to Kyiv and increased hostility toward Ukraine.
Underlying Moscow’s actions is an effort to escalate the geopolitical confrontation with the West, making these covert operations a warning sign of broader aggressive plans threatening regional stability and security.
