Ukraine Implements Electronic TCC to Streamline Military Deferments
The Ukrainian government is eliminating bureaucratic barriers by introducing a modern digital tool to manage mobilization processes.
On October 24, Prime Minister Yulia Sviridenko announced the launch of the electronic Territorial Recruitment Center (e-TCC), marking a significant step toward the country’s digital transformation of its military enlistment system.
Starting from November 1, conscripted citizens will be able to renew their deferments automatically via the «Reserves+» app or through Centers of Administrative Services (CAS).
Over 600,000 citizens are expected to benefit from this service without queues or complex paperwork, with 80% able to complete the process online and the remainder at their nearest CAS.
The main document confirming the deferment will be an electronic military registration record with a QR code, replacing paper certificates and physical stamps, which will greatly simplify and accelerate the process.
Sviridenko emphasized that creating e-TCC is a crucial move towards making the military registration system more transparent, user-friendly, and less burdensome for responsible agencies.
This project is part of a large-scale initiative to develop a unified digital ecosystem «e-TCC», aimed at automating key military accounting processes and providing greater convenience for citizens.
Additionally, on October 9, the Verkhovna Rada adopted a law allowing critical enterprises and defense companies to reserve their employees for up to 45 days, even if they do not have a military ID or are under investigation by TCC.
