Russia Seeks to Circumvent Sanctions: Developments in the Energy Sector

Chas Pravdy - 23 October 2025 22:27

According to Bloomberg reports, Russia is actively exploring ways to bypass the US-imposed sanctions on its oil industry in an effort to mitigate the adverse effects on its budget.

In response to international pressure, Russia is utilizing complex mechanisms, including a network of shadow traders and trafficked tankers, to minimize financial losses.

Sources close to the Kremlin reveal that Russia is deploying an extensive effort to mobilize a ‘shadow fleet’ and collaborate with traders to avoid export restrictions.

Meanwhile, Indian refineries have announced plans to cease purchases of Russian oil, which could complicate Moscow’s search for new buyers.

China, in turn, might start dictating its own prices, thereby influencing global markets.

Russia has about a month to prepare for the full implementation of the new sanctions, providing time for strategic adjustments.

Officials indicate that President Trump may still reconsider his stance during negotiations with the Kremlin.

At the same time, Russian President Vladimir Putin has labeled US sanctions as ‘acts of war’ and maintains that they will not significantly impact the Russian economy, given Russia’s vital role in the global energy balance.

He described the sanctions as ‘unfriendly steps’ that do not foster better Russia-US relations and emphasized that their impact on Russia’s internal economy will be minimal.
