Participant in Combat Operations Status in Ukraine: When It Can Be Revoked and How
Since the beginning of Russia’s full-scale invasion, many Ukrainian men and women have voluntarily taken up arms in defense of their country, becoming combatants.
Those who participated directly in military operations are entitled to receive the official status of a participant in combat operations (UBD), which grants access to various social benefits and guarantees.
However, this status can be revoked under certain circumstances defined by Ukrainian law.

According to government orders and relevant Ukrainian Cabinet of Ministers Decree №203, the procedure for granting and stripping this status is regulated by the legislation.
Decision-making is carried out by special interdepartmental commissions established under the Ministry of Defense, National Guard, Security Service of Ukraine, State Border Guard Service, State Emergency Service, and other law enforcement agencies.
In case of disputed issues, the final decision rests with the interdepartmental commission under the Ministry of Veterans Affairs.
Grounds for revoking UBD status include: committing serious crimes during military or service duties, providing false information regarding participation in combat or personal data, and voluntary renunciation of the status by the military personnel, confirmed through official statements or court decisions.
The process involves submitting relevant documents to the commission, which must make a decision within a month.
Once decided, the military personnel are notified in writing, with explanations and the right to appeal.
Loss of the status results in the cancellation of social benefits, privileges, and the invalidation of relevant certificates, depriving individuals of rights granted to combat veterans.
