Increase in Child Support Enforcement in Ukraine: Nearly 30% Rise in Nine Months of 2024

During the first nine months of 2024, Ukraine’s State Executive Service recorded a significant increase in the collection of child support—almost 30%, totaling over 11.6 billion hryvnias.

Compared to the same period last year, this figure grew by more than 2.65 billion hryvnias, indicating intensified efforts to ensure financial support for children from non-paying parents.

As of October 1, more than 189,000 debtors owed child support for over three months.

About 150,000 of these individuals have already faced various legal restrictions, including bans on international travel, vehicle operation, and firearm use.

The regions with the highest number of delinquents failing to pay support for over three months include Dnipropetrovsk, Kharkiv, Donetsk, Zaporizhzhia, and Odesa, with Dnipropetrovsk leading at 16,200 cases, followed by Kharkiv with 13,800, Donetsk with 12,400, Zaporizhzhia with 11,100, and Odesa with 9,700.

Conversely, the lowest numbers are found in Chernivtsi, Ternopil, and Luhansk regions.

The Ministry of Justice reports that additional measures are being applied to non-payers, such as restrictions on travel abroad, driving, and weapon use.

Notably, Ternopil region demonstrated the most effective collection efforts, recovering over 421,000 hryvnias.

After arresting funds and registering debtors in the Unified Register, all collected amounts were transferred to the children’s mothers, with more than 29,000 hryvnias additionally allocated to the state budget as enforcement fees.
