Odessa Introduces New Head of Military Administration

Chas Pravdy - 16 October 2025 16:36

A significant event took place in Odessa — the official introduction of the city’s new military administration head, Serhiy Lysak.

The event was held at the city council and gathered high-ranking officials, deputies, and military personnel who came to express support and hear about the new leader’s plans.

During the ceremony, Lysak emphasized that he knows many of those present and intends to establish effective communication with everyone to work together for the security and well-being of the city.

His main priorities include ensuring Odessa’s security, social protection of servicemen, development of healthcare and education, and preparations for the winter season.

Additionally, the new leader mentioned that measures will be taken to address systemic deficiencies to prevent tragedies like past floods.

The discussion also touched upon the removal of the monument to Russian poet Alexander Pushkin; Lysak responded that since the head of the regional military administration, Oleg Kiper, has made this decision, it is the correct one.

Regarding his personal plans, Lysak said his main focus remains the city’s security.

Before his appointment, he served as the head of the Dnipropetrovsk regional military administration and as the head of the Security Service in Zhytomyr region.

On October 15, Ukrainian President Volodymyr Zelensky established Odessa’s Military Administration and appointed Lysak as its head.

Following his transition to a new role, his duties as acting head of the regional military administration are temporarily performed by his deputy, Vladyslav Haivanenko.

This decision aligns with efforts to ensure stability and continuity of governance in the city.
