Pension Statistics in Ukraine: Who Receives the Largest Payments and What Changes Are Expected Soon

According to the latest data from Ukrainian statistical services, nearly 15% of the country’s pensioners receive pensions exceeding 10,000 hryvnias.

This indicates a gradual improvement in the material well-being of certain elderly groups, although it also highlights significant disparities in pension amounts.

The largest share of pensioners in Ukraine has pensions in the range of 3,000 to 4,000 hryvnias, while almost 15% receive more than 10,000 hryvnias, with the average pension in this group approaching 16,000 hryvnias, totaling about 1.5 million people.

However, a considerable number of citizens — about 29% — get pensions between 5,000 and 10,000 hryvnias, representing a fairly comfortable level.

Another category includes those receiving between 4,000 and 5,000 hryvnias, accounting for over 20%, while the largest group, with pensions from 3,000 to 4,000 hryvnias, covers roughly a third of all pensioners in the country.

The minimum pensions, up to 3,000 hryvnias, are received by approximately 380,000 people, which makes up 3.7% of the total pensioner population.

The average payout in this group is around 2,200 hryvnias.

Data indicates that in the first half of 2024, the share of pensioners with minimum pensions decreased to 26%, reflecting social improvement, while the number of recipients in higher ranges increased.

Despite salary indexations and recalculations, some pensioners are earning more, although inflation continues to erode their purchasing power.

Looking ahead, the projected minimum pension will increase from 2,361 to 2,595 hryvnias in 2026, with the maximum rising from 23,610 to 25,950 hryvnias.

Nonetheless, experts warn that the planned 8% indexation will not cover inflation, potentially leading to a decline in the real value of pensions.
