Russia’s Changing Tactics Regarding Ukraine’s Energy Infrastructure: What You Need to Know

Ukraine’s Ministry of Energy has recorded a significant shift in the tactics employed by the Russian Federation in their military actions against Ukraine’s energy system.

According to Artem Nekrasov, the First Deputy Minister of Energy, Russian troops previously carried out massive simultaneous strikes on major electricity transmission facilities, aiming to destroy or damage key logistical links of Ukraine’s energy supply.

However, in recent months, the situation has evolved.

He explained that Russian forces are now conducting more targeted and localized attacks—they switch from large-scale strikes to regional operations, which allows them to act more efficiently and pragmatically.

Nekrasov emphasized that these attacks focus on strategically important infrastructure, particularly energy facilities, enabling the enemy to selectively create disruptions in power supply across different regions of Ukraine, including the capital, Kyiv.

This new tactic indicates the aggressor’s intention not only to intensify pressure on Ukraine’s energy system but also to establish a prolonged crisis by inducing widespread power outages and increasing social tension.

According to the deputy minister, Ukrainian authorities anticipate and are preparing for possible new large-scale attacks, which are expected in the upcoming days.

Kyiv Mayor Vitali Klitschko has called on residents to prepare for possible disruptions in energy supply by stockpiling food, water, and warm clothing to minimize the impact of potential strikes.
