How to Obtain a Temporary Displacement Certificate: A Step-by-Step Guide for Internally Displaced Persons in Ukraine
Due to the widespread conflict and aggression by the Russian Federation, many Ukrainians have been forced to leave their homes and seek refuge in other regions of the country.
For these internally displaced persons (IDPs), obtaining a certificate confirming their status is crucial, as it enables them to access government aid and social guarantees.
The Ministry of Development of Communities and Territories of Ukraine has provided a detailed guide on how to acquire an IDP certificate, which can be processed both online and offline.To get the certificate digitally via the ‘Diia’ app, several simple steps need to be followed.
First, open the app and navigate to the ‘Services’ section where you select ‘Get IDP status.’ Next, provide your current address, verify it by sharing geolocation data, and if you have a child with a registered birth certificate in the app, you can obtain a certificate for them as well.
If documents are missing, select ‘Register without children.’You can also apply immediately for state financial assistance by choosing the relevant section and linking your eSupport card if already issued.
Before submitting the application, ensure all entered data are correct and then tap ‘Send.’ The app requires your Taxpayer Identification Number (TIN) and one of the biometric passports — ID-card or biometric international passport.
According to the Ministry of Regional Development, biometric data is necessary for certificate generation; otherwise, the application must be made offline.To obtain the certificate offline, go to the nearest social protection office, local council, or Center for Administrative Services (CAS).
Prepare all necessary documents and bring them with you.
Choose your bank card for payments or request a new one at any bank.
Usually, the IDP certificate is issued on the same day.
However, if there is no registration mark confirming residence in the evacuated area, the review process may take up to 15 business days.Documents needed for the IDP certificate include an application for registration, Ukrainian citizen passport, and additional proof of residence if it is not indicated in your passport — such as military ID, employment record book, medical or other official documents.
When submitted by a legal representative, additional identity verification documents and proof of guardianship or familial relationship are required.
