Ukraine Explores Deployment of Small Modular Reactors for Energy Independence

The Ukrainian Ministry of Energy is actively exploring the potential implementation of Small Modular Reactors (SMRs) within the country to modernize and diversify its energy sector.

An interdepartmental working group has been established, comprising representatives from various industries and stakeholders, to develop a comprehensive plan for deploying this innovative technology.

Ukraine supports the idea of adopting SMRs, recognizing their promising and cutting-edge nature, although they are still in research and demonstration phases globally.

Introducing SMRs domestically requires careful assessment of their economic viability, technological capabilities, and safety concerns related to handling spent nuclear fuel and radioactive waste.

One key focus is on integrating SMRs into Ukraine’s existing energy infrastructure: for example, deploying them at thermal power plants and large energy facilities in projects like “Phoenix,” aimed at transitioning from coal-fired plants to cleaner nuclear-based solutions, thereby enhancing environmental standards and energy security.

Additionally, the Verkhovna Rada has proposed legislation to allow private companies to build SMRs, which would break the current state monopoly on nuclear energy and attract private investments in new power capacities—an essential step for advancing Ukraine’s energy independence and sustainable development.
