European Perspective for Ukraine: Progress in Reforms Despite War
Despite ongoing military conflicts, Ukraine demonstrates significant achievements on its European integration path, as highlighted in the European Commission’s latest report.
The document emphasizes that, despite Russia’s full-scale aggression, Ukraine actively implements key reforms contributing to its accession prospects within the European Union.
Since November 2025, Ukrainian authorities have been working on reform implementation necessary for EU integration, and these efforts are already yielding results.
An important tool in this process is the so-called ‘Ukraine Facility,’ which plays a crucial role in guiding reforms and aligning Ukrainian legislation with EU standards.
Progress in fighting corruption, modernizing public administration, and increasing transparency has become fundamental for the country’s recovery and for creating more favorable conditions for private enterprise.
Experts also warn that progress must be sustainable and consistent, with particular attention paid to corruption, which remains one of the primary obstacles to full integration.
Substantial advancements have also been made in gradually integrating Ukraine into the EU single market.
Starting January 1, 2026, Ukraine will introduce the ‘Roam like at home’ regime, making mobile communication services more accessible for Ukrainians.
This step is vital for deepening economic and legal cooperation with EU countries.
Overall, the EC report highly appreciates Ukraine’s efforts and underscores that, despite significant challenges, the country demonstrates the capacity for reforms and eagerness to integrate with Europe.
However, a systematic and targeted approach is crucial to achieving long-term goals.
