Reasons for Denial of Housing Subsidy in Ukraine: What Every Citizen Needs to Know

Chas Pravdy - 01 November 2025 05:29

In the current Ukrainian reality, many citizens face questions regarding the receipt of state assistance in the form of housing subsidies.

This mechanism is vital for those struggling financially to pay utility bills, but not everyone qualifies.

The Main Department of the Pension Fund of Ukraine in Chernihiv Region clarified the conditions under which subsidies can be refused.

According to the latest regulations, if a household has debts exceeding 40 non-taxable minimum incomes (over 680 UAH) or has debts for three months or more, the right to receive subsidies might be revoked.

However, if the debt is confirmed by documentation, or a restructuring agreement has been signed, or the debt is challenged in court, it is still possible to obtain assistance.

Another crucial factor is whether there are adult members in the family who, during the income period considered, have been abroad for more than 60 days.

Other grounds for denial include the presence of unemployed individuals, recipients of income below the minimum wage, or those who do not pay Social Security contributions (except students and social pension recipients).

Additionally, families that made purchases exceeding 100,000 UAH or hold deposits over 100,000 UAH, or bought foreign currency totaling 50,000 UAH within the year prior to applying, may face refusal.

Problems with non-payers of alimony, owning multiple housing units (excluding certain cases like temporary occupied territories or joint ownership in rural areas), or exceeding specified apartment or house sizes also play a role.

Furthermore, owning recent vehicles or multiple vehicles with low years of production can influence the decision.

Understanding these nuances can help Ukrainian citizens navigate the subsidy application process more effectively, avoiding misunderstandings with government agencies tasked with providing support.
