Government Prepares Extensive Winter Support Package for Ukrainians

Prime Minister Juliya Svyrydenko announced a comprehensive winter aid package that the government has coordinated following a meeting with President Volodymyr Zelensky.

This package combines already implemented programs with new initiatives aimed at supporting the population through the challenging winter months.

According to Svyrydenko, key components include maintaining fixed energy prices for households, housing subsidies, assistance to homeowners’ associations for increasing energy efficiency, and support measures such as generators, a moratorium on power outages in frontline regions, and cash payments to IDPs for firewood.

Additionally, the government plans to launch new large-scale programs.

These include one-time financial aid for all Ukrainians for the winter, targeted financial assistance for the most vulnerable groups—including internally displaced persons, the unemployed, and low-income families—along with free train travel across Ukraine up to 3000 kilometers through Ukrainian Railways and a comprehensive health check-up for individuals aged 40 and above during the winter.

Details about all components of the support package will be announced soon.

What preceded these plans? President Zelensky earlier instructed the government to develop the package by November 15, to be implemented by December, in anticipation of winter challenges.

He also announced that Ukrainians would be able to use free train trips within a 3000-kilometer range, among other measures to prepare for the cold season.
