Ukraine Implements a Comprehensive Registry of Legal Online Alcohol and Tobacco Sellers

The Ukrainian government has taken a significant step toward regulating online trade of alcohol and tobacco products by approving the creation of a nationwide registry of licensed internet sellers.

On October 22, government officials approved the procedure for establishing and maintaining this registry, which will include data on websites operated by licensed traders selling excise goods via e-commerce.

The registry aims to enhance transparency and facilitate oversight of online sales, covering websites selling beer, spirits, low-alcohol drinks, tobacco products, electronic cigarettes, e-liquids for vapes, and devices for consuming tobacco without combustion.

According to the Ministry of Finance, this initiative will help protect consumers from illegal and counterfeit products, create fair competition among legitimate businesses, and strengthen state control over the electronic trade of high-taxed goods.

The registry will be publicly accessible via the State Tax Service website, allowing anyone to verify whether a specific online shop is authorized to sell such products.

The Tax Service will be responsible for maintaining and updating the registry data, which licensees will submit through the Electronic Cabinet.

The legislative act aligns with the Law № 3817-IX “On State Regulation of the Production and Circulation of Spirits, Alcoholic Beverages, Tobacco Products, and Fuel,” which will come into effect in summer 2024.

This development represents a crucial step in improving consumer protection, ensuring fair marketplace conditions, and combating illegal alcohol and tobacco trade.
