Major personnel reshuffle in China’s Communist Party leadership signals shifts in the country’s political course

Chas Pravdy - 23 October 2025 15:32

The Central Committee of the Communist Party of China conducted a significant personnel overhaul, the most impactful since 2017.

During a crucial meeting held on October 23 in Beijing, several high-ranking officials, including those in military leadership, were replaced.

This move signals an intensification of the anti-corruption campaign, which has been a top priority under President Xi Jinping.

Notably, 67-year-old military veteran Zhang Shengmin was appointed as the second deputy head of the Central Military Commission, a key military authority.

At the same time, eight generals, including former deputy He Weidun, were dismissed from the party amidst corruption allegations.

This represents the first overt removal of such high-ranking officials since Xi’s large-scale anti-corruption campaign began in 2012.

Experts interpret these actions as a strategic effort by Xi to consolidate power and strengthen control over the military and political apparatus.

Additionally, discussions included a five-year economic development plan focused on technological self-sufficiency amid increasing US competition.

These changes are critical for China’s future positioning on the global stage and internal stability.
