Former Head of Ternopil Regional Council Found Guilty of False Declaration and Fined 68,000 UAH

On October 22, Ukraine’s High Anti-Corruption Court rendered a final verdict against former Ternopil Regional Council head Mykhailo Holovko.

The court found him guilty of providing false information in his declarations for the years 2022-2023, including significant violations of anti-corruption legislation.

As a result, Holovko was fined 68,000 Ukrainian hryvnias.

Additionally, the court imposed a one-year ban on him holding positions in government and local self-government authorities, excluding elective offices, to prevent potential obstructions in his future political activities.

Judge Oksana Oliynyk delivered the verdict, reaffirming Ukraine’s commitment to fighting corruption at the highest levels.

More details reveal that in August 2025, the High Anti-Corruption Court closed part of the case regarding the 2023 declarations due to legislative changes that increased criminal liability thresholds.

The case was primarily based on undeclared property, including an apartment larger than 200 square meters used by Holovko and his family, several other real estate objects, and funds held on bank accounts of relatives, with total undeclared assets exceeding 4 million hryvnias.

Besides the fine, a court decision prohibited Holovko from holding government or local authority positions for a year.

This case is part of ongoing nationwide anti-corruption efforts.

In June 2023, Holovko was detained on suspicion of accepting a bribe, and two of his deputies from the Ternopil VGA were also detained.

He was initially arrested and later released on bail.

Despite returning to work in July, he was suspended again in August and subsequently reinstated administratively.

These developments underscore the complex political landscape and persistent fight against corruption in the Ternopil region.
