US Senate Reassesses Sanctions Plan Against Russia: New Political Developments and Possible Delays

Chas Pravdy - 21 October 2025 00:45

The United States Congress has experienced significant shifts in its approach to imposing new sanctions against Russia.

Initially, many senators pushed for a prompt approval of a bill aimed at increasing economic pressure on Moscow to curb its military aggression in Ukraine.

However, influenced by political and diplomatic factors, Senate Republican leader John Thune withdrew his support for a scheduled vote in the coming weeks.

He explained that the decision was based on expectations of an upcoming summit between President Donald Trump and Vladimir Putin in Budapest.

It is known that Senator Thune has already communicated with colleague Lindsey Graham — the main author of the bill — and is now discussing with the Biden administration possible favorable outcomes of the diplomatic encounters.

Graham confirmed that he is working with the White House to define the meeting’s goals and its potential impact on legislative processes.

As lawmakers continue to seek measures to contain Russia and end the war in Ukraine, this conflict remains a key priority in U.S.

foreign policy.

However, internal political disagreements and competing interests have delayed the implementation of relevant measures.

Support for the sanctions initiative has already been voiced by a substantial number of senators, suggesting that the bill has high chances of being passed in the near future.

Meanwhile, the White House aims to adopt a flexible approach to the sanctions to avoid escalating the diplomatic crisis with Russia and to preserve room for future negotiations.
