Determining the Start of the Heating Season in Ukraine 2025: Key Facts and Decision-Making Process
Each year, the issue of initiating the heating season in Ukraine attracts the attention of citizens and local authorities alike.
The decision to commence heating is made by local self-governance bodies based on specific air temperature indicators.
According to information published via the Ministry of Community and Territorial Development’s Telegram channel, the recommended start of the heating period is when the average daily temperature remains below +8°C for three consecutive days.
For instance, in 15 regions and Kyiv city, heating has already begun for certain social infrastructure facilities such as kindergartens, schools, and hospitals.
The Ministry of Regional Development clarified that reports about the start of the heating season in November are false: the government resolution № 1267 from October 8, 2025, does not specify exact dates for its beginning or end.
The document only extends the conditions for natural gas supply at fixed prices for thermal energy producers from November 1, 2025, to March 31, 2026, ensuring uninterrupted heating supply for residents and public institutions.
Some heat producers have already signed contracts and launched the heating season, indicating preparatory measures are underway for the colder months.
The mayor of Lviv announced that the city faces a gas shortage for winter heating, leading to a postponed start of the season.
Additionally, protests are planned in the city concerning alternative water supply methods without electricity.
