Kyiv City Council Suspends Director of Municipal Security Department Over Negligence
The Kyiv City Council has decided to suspend the director of the Municipal Security Department of the Kyiv City State Administration, Roman Tkachuk, amid ongoing investigations into his alleged misconduct.
This decision follows substantial evidence indicating his negligence, which led to significant financial losses for the city.
According to the Kyiv Holosiivskyi District Court, Tkachuk has been relieved of his duties until December 8, 2025, allowing law enforcement agencies to conduct a thorough investigation.
The primary suspicion concerns his failure to properly organize the procurement process for special vehicles for the State Emergency Service, resulting in overpayment of nearly 11 million hryvnias.
The case has gained public attention, especially given earlier reports of incidents linked to neglect in 2023, including the tragic closure of shelters in the Desnianskyi district, which claimed lives.
Investigators from the Kyiv Police Department are leading the probe under the supervision of the Kyiv City Prosecutor’s Office.
Despite official suspension, reporters observed that Tkachuk was attending work in October, highlighting ongoing challenges within the city’s security leadership.
