Assistance for Internally Displaced Persons: Who Qualifies for Additional Payments

Chas Pravdy - 14 October 2025 02:20

Over one million Ukrainians have been forced to leave their homes due to ongoing military conflicts, becoming internally displaced persons (IDPs).

The government actively provides financial support to this vulnerable group to ease their hardships during these challenging times.

According to the Main Department of the Pension Fund of Ukraine (PFU), clarifications were issued regarding which IDPs are eligible for additional financial aid.

Recently, the Cabinet of Ministers approved new amendments to the regulations concerning living assistance for internally displaced persons.

Under these new provisions, IDPs who have been receiving monthly support and engaged in entrepreneurial or independent professional activities for at least three months are entitled to apply for an additional benefit.

This support will be issued in the month following the confirmation of their employment or entrepreneurial activity via relevant documents, including data from the insured persons’ registry, a certificate from their employer verifying social insurance payments, or a copy of the individual entrepreneur’s tax declaration submitted to the State Tax Service.

The aid amounts to up to 3000 UAH for persons with disabilities and children, and up to 2000 UAH for other categories of beneficiaries.

Additionally, recent changes in Ukraine have simplified the application process for basic social assistance, making it more accessible for internally displaced persons seeking support from the state.
