Ukraine Enacts Simplified Multinational Citizenship Framework: First Countries Named
Ukraine has officially outlined the countries with which it will implement a simplified multinational citizenship mechanism, allowing foreigners with Ukrainian ethnic roots to retain their passports of other nations while simultaneously acquiring Ukrainian citizenship through a streamlined procedure.
The relevant law will come into effect on January 16, 2026, according to the Ministry of Foreign Affairs of Ukraine.
This development opens new avenues for thousands of Ukrainians living abroad who hold passports of other countries, particularly those that are strategic allies of Ukraine, including members of the European Union and the G7 nations.
Under the new law, foreigners with appropriate passports from these states will be able to obtain Ukrainian citizenship without having to renounce their current passports.
This initiative aims to strengthen ties with ethnic Ukrainians worldwide, enabling them to reconnect with their heritage, return home if they wish, and enjoy Ukrainian civic rights while maintaining their original citizenships.
The Ministry specified that the final list of countries eligible for this simplified process will be approved separately by the Cabinet of Ministers.
The criteria for selecting these countries include support for Ukraine in international organizations, levels of strategic partnership, sanctions against Russia due to its aggression, and other factors contributing to Ukraine’s national interests.
The law on multiple citizenship was passed by the Verkhovna Rada in June 2025 and signed by President Volodymyr Zelensky in July of the same year.
Its implementation is scheduled for January 16, 2026, with the initial adoption covering five countries, including EU member states and key allies.
The Ukrainian government believes this initiative will create new opportunities for Ukrainians abroad and help bolster Ukraine’s international relations, security, and sovereignty.
