Zelensky Appoints New Ambassador to Latvia: Major Diplomatic Personnel Changes

President Volodymyr Zelensky has signed a decree dismissing Anatoliy Kutsevul from his position as the Extraordinary and Plenipotentiary Ambassador of Ukraine to the Republic of Latvia.

The relevant document was published on the official website of the presidential office.

According to decree №752/2025, Kutsevul was appointed to this diplomatic post on December 23, 2022, and officially began his mission in Latvia on April 17, 2023.

Prior to this appointment, the Ukrainian ambassador to Latvia was Oleksander Mishchenko.

Amid these personnel adjustments, it is also noteworthy that the Danish ambassador to Ukraine is set to conclude his five-year diplomatic mission soon.

In the broader context of Ukrainian diplomacy, it is significant that on September 15, Ukrainian Ambassador to the United States Olga Stefanishina announced the start of her new diplomatic assignment, with her appointment decree signed in August.

She previously served as Deputy Prime Minister for European and Euro-Atlantic Integration and was also Ukraine’s Minister of Justice.

After the completion of Oleksandra Marokova’s tenure, who served as acting ambassador for over four years, these recent personnel changes indicate a strategic shift in Ukraine’s diplomatic efforts.
