Kyiv Power Struggles: Mayor, President’s Office, and Political Intrigue

Chas Pravdy - 25 September 2025 17:05

A significant political conflict is unfolding in Kyiv, with far-reaching consequences for the city’s future and the nation’s stability.

Kyiv’s Mayor Vitaliy Klitschko, who has long held the reins of power in the capital, now finds himself at the epicenter of a battle for control over the Kyiv City Council and the city’s financial resources.

Officially, he remains in office, but the situation is becoming increasingly complicated due to active opposition from members of the ‘Servant of the People’ party and other political forces aiming to weaken his influence.

One of the key maneuvers has been Andriy Vitenko’s initiative to recognize Klitschko as incapacitated and to remove him from office — a move seen as part of a broader strategy to oust the mayor, driven not only by internal political ambitions but also external influences from the Presidential Office (Bankovaya) and the European Union. At the heart of this conflict lies the question of Kyiv City Council’s fate, the control over city finances and resources, and influence over personnel decisions.

The dominant figure in this power game is Mikola Povorznik, the first deputy mayor, who many consider as the main executor of those interested in diminishing Klitschko’s authority.

Klitschko claims he has no legal grounds to dismiss Povorznik due to court rulings, citing complex legal nuances.

Nevertheless, the events reveal: the fight for Kyiv’s control is not about fighting corruption but about dominating resources and political authority in the city.External influence, notably from the Presidential Office, plays a substantial role.

Meetings between Kyiv’s military administrator Timur Tkachenko and Klitschko signal yet another layer of political intrigue.

Meanwhile, diplomatic and external political games remain concealed and confidential, but it’s clear this is a battle for strategic positions of influence over Kyiv.

An important aspect is the potential role of ‘European Solidarity’ and ‘Servant of the People,’ which could be key players in future political reshuffles.

Negotiations among these forces continue, with crucial questions about candidacies for Kyiv City Council secretary and broader city political reorganization.

Internal disagreements within political parties further increase instability, making the situation unpredictable.

The ongoing power struggle is not merely political but also impacts city life, including military funding, which is delayed due to canceled sessions, threatening Kyiv’s defense capabilities.
