The Controversy Around Kuliba’s Alleged Departure to Poland: Government Restrictions and Diplomatic Activities

Chas Pravdy - 08 September 2025 21:29

Recent days in Ukrainian media have been dominated by discussions surrounding the mysterious purported departure of former Foreign Minister Dmytro Kuleba to Poland.

According to the Italian publication Corriere della Sera, the politician allegedly left the country overnight after learning about the government’s decision to prohibit former diplomats from leaving Ukraine during a state of emergency or martial law.

This restriction has sparked widespread debate and media attention.

Kuleba himself denies these reports, asserting that he did not flee the country.Sources, contacted via phone, indicated that the former diplomat emphasized that his departure was due to international assignments—he was in Kraków participating in various conferences on security, defense, and lessons learned from the Ukrainian war.

Kuleba explained that the government seeks to restrict the movement of former diplomats, especially those holding the rank of “Extraordinary and Plenipotentiary Ambassador,” to prevent the dissemination of information contradicting official government positions. The actual circumstances of his departure cast doubt on assumptions of pressure or persecution, as Kuleba’s press service confirmed that media reports are inaccurate.

They stated that the government’s decision only affects retired diplomats who ceased service after the September 3rd resolution.

Kuleba was on a mission until the publication of the decree and plans to return to Ukraine on September 20th to participate in a public event in Kyiv.Following the approval of Cabinet of Ministers Resolution No.

1089, which regulates border crossing during martial law, it was confirmed that the diplomatic status remains active for current ambassadors, while restrictions apply only to those who have concluded their diplomatic service.

This measure aims to balance national security concerns with maintaining international diplomatic duties.
