Ukraine’s Ministry of Defense Plans Revisions of Controversial Legislation on Military Responsibility
The Ministry of Defense of Ukraine announced its intention to thoroughly revise one of the most debated legislative proposals in recent times, aimed at tightening accountability for military personnel.
After expert consultations with leading members of parliamentary committees on law enforcement, national security, and defense, officials pledged to support the bill presented by the President to the parliament.
The most contentious document — Bill No.
13452 — sparked widespread public debate and frustration among both military and civilian communities.
Its critics emphasize that provisions increasing disciplinary responsibility for disobedience could deprive courts of the ability to consider circumstances and impose more lenient punishments, potentially reducing judicial proceedings to mere formalities.
The Ministry of Defense insists that military discipline should be based not solely on punishment but primarily on justice.
They also committed to collaborating with specialized committees to refine the bill, ensuring a more balanced and fair legislative approach.
