Kyiv Mayor Vitali Klitschko Dismisses Head of Transport Department Over Subway Tunnel Collapse Suspicions

Vitali Klitschko, the mayor of Kyiv, officially announced the dismissal of Ruslan Kandybor from the position of Director of the Department of Transport Infrastructure of the Kyiv City Council.

This decision was made amid multiple justified suspicions of administrative negligence concerning the official amid the subway tunnel collapse between stations ‘Demiivska’ and ‘Lybidska,’ which occurred in December 2023.

According to official sources, Kandybor was formally dismissed by mutual agreement on September 10, 2025.

Prior to this, he received a suspicion of official negligence—an accusation arising from the subway destruction incident, casting doubt on the department’s effectiveness.

In the case of the tunnel collapse between ‘Lybidska’ and ‘Tereomi’ stations, Kyiv’s Holosiivskyi District Court imposed a night house arrest and temporarily removed Kandybor from his position for at least two months.

Simultaneously, Klitschko responded to the situation, calling the political pressure ‘absurd and theatrical,’ emphasizing that the accusations and prosecutions affected not only Kandybor but also former Kyiv City Council Secretary and deputy Volodymyr Bondarenko, which he saw as political pressure on the city administration.
