Future Security Guarantees for Ukraine: Key Positions and Expectations at the Brussels Summit

NATO Secretary General, Mark Rutte, expressed hope for clear and concrete assurances regarding security guarantees for Ukraine at the upcoming ‘Coalition of Willing’ summit scheduled for September 4 in Brussels.

He emphasized that within the near future, possibly on the day of the summit or immediately afterward, there is an expectation to receive a clear understanding of what specific measures and guarantees Western countries can offer Kyiv to ensure security after Russia’s ongoing war concludes.

During a press conference with Estonian President Alar Karis at NATO headquarters in Brussels, Rutte highlighted the importance of defining what collective security framework can be proposed to Ukraine, thereby energizing international cooperation, including with the United States, to support Kyiv.The main idea is that future security guarantees for Ukraine could be based on NATO’s Article 5, which involves collective defense among members.

Western officials underline that support for Ukraine and its security guarantees should continue extensively and systematically, with potential measures including the deployment of an international contingent to bolster Kyiv’s defense capabilities.

Rutte also reassured that these resources and efforts would not weaken the Alliance’s eastern flank defenses.Ukrainian President Volodymyr Zelensky confirmed that on September 4, a “Coalition of Willing” meeting will take place in Paris, with Portugal also invited.

Discussions will focus on which security assurances can be deemed reliable and practical for Ukraine.

International analyst Volodymyr Kim, in his article, emphasizes that seeking effective security guarantees for Ukraine is a complex issue closely tied to geopolitical realities and requires a balanced approach.

Nevertheless, there are prospects for reaching consensus among allies regarding the format and scope of guarantees that will ensure regional stability and security after the war’s end.
