Public Opinion in Ukraine Shifts: Over Three-Fifths Support Rapid End to War through Negotiations
According to a recent survey conducted by the American Gallup Institute from July 1 to 14, 2025, public perceptions among Ukrainians have undergone a significant transformation over the past few years.
Respondents shared their views regarding the potential end of the war and prospects for its resolution.
It turns out that nearly 70% of Ukrainians now favor a swift settlement of the conflict through diplomatic negotiations, while only 24% support continuing active fighting until victory is achieved.
This marks a substantial shift compared to 2022, when a majority—73%—believed Ukraine should fight until the final win, and about 22% preferred a quicker peaceful resolution through negotiations.
At the same time, most Ukrainians remain skeptical about the possibility of a rapid end to hostilities: 25% think active military operations might cease within the next 12 months, but only 5% consider this “very likely.” Additionally, more than two-thirds (68%) believe that a complete halt to fighting within the coming year is unlikely.
Regarding peace plans, the latest KМІС survey shows that 76% of Ukrainians outright reject any peace agreement under Russian conditions, which involves an aggressive war; only 17% are willing to accept Russia’s demands.
The majority supports a joint European-Ukraine peace plan as the most acceptable solution for a durable resolution of the conflict.
