Political Pressure and Internal Conflicts in NABU and SAP: New Challenges for Ukraine’s Anti-Corruption System

Chas Pravdy - 07 August 2025 15:39

The current Ukrainian legal landscape is witnessing escalating conflicts and pressures directed at representatives of anti-corruption bodies, particularly NABU and SAP.

Amid unprecedented challenges from law enforcement agencies and political forces, attempts to shape a favorable agenda through intimidation and operational restrictions have intensified.

Oleksandr Klymenko, head of the Specialized Anti-Corruption Prosecutor’s Office, shared in an interview with ZN.UA about the situation surrounding the detention of detectives, information vacuum, and internal tensions affecting the work of these agencies.

According to him, tensions increased after searches, which led to a halt in many investigative processes and heightened caution among staff, as the absence of concrete evidence fuels misunderstandings and disappointment within the teams.

At the same time, leadership emphasizes the importance of restoring trust and continuing operational efforts, particularly in combating corruption schemes in the defense sector and public procurement.

They face possible attempts at discreditation through public accusations of Russian influence, which Klymenko asserts are baseless.

Investigative activities related to foreign agent operations, including arrests and searches, have become more active, accompanied by conflicting reports and politically motivated accusations.

State institutions’ reactions point to a prolonged struggle to maintain the independence and professional standing of anti-corruption agencies, which are currently under considerable pressure due to political interests and internal conflicts.

The international community is also closely monitoring the raids and investigative procedures, which have sparked concern over transparency and human rights protections, requiring heightened attention from the government and judicial authorities.
