Klymenko emphasizes: Ukraine is left with only three truly independent institutions – NABU, SAP, and VAKS

Currently, Ukraine’s legal and institutional framework includes just three entities that can be genuinely considered free from political influence and government interference.

These are the National Anti-Corruption Bureau of Ukraine (NABU), the Specialized Anti-Corruption Prosecutor’s Office (SAP), and the High Anti-Corruption Court (VAKS).

Since the adoption of Law No.13533, designed to restore the authorities of these bodies, the actual independence of these institutions remains under threat.

Leaders of these agencies, including SAP head Oleksandr Kryvonos and NABU Director Saienko, have repeatedly highlighted the persistent pressure from political forces.

They stress that their efforts are aimed at preserving the integrity and independence of these structures amid ongoing attempts at interference.

Kryvonos pointed out that, within the current legal environment, only these three institutions operate independently, while external pressure is a reaction to their investigations and revelations of corruption schemes.

Moreover, he emphasized that any interference in their activities without proper authorization should be strictly prohibited by law, and their independence must be protected.

Unfortunately, current legislative developments, particularly the debates surrounding Law No.12414, have significantly undermined progress toward reforming Ukraine’s anti-corruption system.

These events eroded public trust and drew international criticism.

Kyiv protests and diplomatic pressure, supported by mass rallies from Ukrainian citizens, resulted in the eventual reinstatement of the agencies’ authorities, although uncertainties remain regarding future policy directions.
