Democratic Senators’ Report Reveals Weaknesses in Trump’s Foreign Policy Towards Russia
The new comprehensive report by Democratic senators highlights that Donald Trump’s administration significantly deprived the United States of crucial leverage over Russian dictator Vladimir Putin.
This occurred due to ignoring or weakening sanctions regimes designed to curb Russia’s activities in response to its aggression against Ukraine.
The detailed analysis shows that during Trump’s tenure, U.S.
authorities were unable to maintain or enhance the global sanctions regime and, moreover, allowed Russian forces to revive their military capacity and continue their aggressive war in eastern Ukraine.
Published on August 5, the report sends an ambiguous signal to Western allies, as neglecting or underestimating sanctions efforts could jeopardize efforts to contain the Kremlin.
Democratic senators emphasize that Trump, positioning himself as a peacemaker, did not utilize the full range of influence tools that could have helped end the conflict.
They argue that if he truly intends to resolve the war, he must activate all diplomatic, economic, and military instruments to halt the bloodshed.
The report also highlights that prolonged sanctions could significantly diminish Putin’s capabilities and reduce his motivation to continue the war.
In contrast, during Trump’s presidency from 2021 to 2024, fewer than 10 new rounds of sanctions were imposed, while the Biden administration had already implemented over 140 rounds to restrict and isolate Russia.
Additionally, Trump’s policies were insufficient not only in financial sanctions but also in export controls, allowing Moscow to find avenues around restrictions.
Lawmakers across parties call for stronger measures, proposing higher tariffs, targeted sanctions against pro-Russian companies, and closer international cooperation.

Despite these efforts, Trump’s administration failed to maintain adequate control and limit Putin’s capacity to prolong or deepen the conflict.
