Ukrainian government abolishes position of Cabinet Minister: key structural reforms in executive branch

The Government of Ukraine has officially made the decision to eliminate the position of Cabinet Minister, previously held by Oleg Nemchinov.
This change was effected in accordance with Government Resolution No.
927 dated July 30, which repealed the earlier regulation from June 24, 2016 – Resolution No.
394 titled 'On approval of the regulation on the Minister of the Cabinet of Ministers of Ukraine.' These reforms aim to streamline the internal organization of the executive branch and simplify mechanisms for coordinating government activities. According to the new provisions, the task of coordinating the preparation of medium-term action plans and priority government initiatives now falls under the responsibility of the Minister of Economics, Environment, and Agriculture or, by his delegation, the Secretary of the Cabinet of Ministers.
This shift diminishes the significance of the ministerial position dedicated solely to the Cabinet, placing the responsibility onto specialists within respective fields. Furthermore, regulations have been clarified regarding the leadership of central executive authorities directly subordinate to the government.
Now, such coordination is carried out either directly by the Prime Minister or through the relevant minister proposed for government approval.
Importantly, at government meetings focused on кадрові питання ( кадрові рішення — personnel matters), reports will now be delivered either by the Prime Minister or, upon his delegation, by the Secretary of the Cabinet of Ministers. Historically, on July 17, Ukraine’s Verkhovna Rada supported the appointment of the new cabinet members, marking a significant step towards reforming the vertical structure of government and increasing its efficiency in implementing state policies.
