Threat of Salary Delays for Ukrainian Military: Government and Parliament Act to Secure Payments

Chas Pravdy - 31 July 2025 11:42

Amid concerns that Ukraine may face significant debt obligations to its military personnel due to unresolved financial issues, Ukrainian Defense Minister Denys Shmyhal issued a stern warning.
According to him, starting August 15, the country could experience delays in salary payments for soldiers owing to the government's inability to fund the military without making necessary amendments to the national budget.
This situation risks leaving soldiers, performing the most dangerous and demanding tasks, without timely compensation, potentially affecting their morale and combat readiness.
To prevent this scenario, the government urged the parliament to swiftly approve a series of budget amendments intended to increase defense expenditures.
During a meeting of the Verkhovna Rada Budget Committee on July 31, it was announced that deputies already support this initiative.
Voting on the bill is expected to take place immediately in the first reading and in its entirety, paving the way for critical financial adjustments.
The deputies have expressed support for increasing defense spending, ensuring that soldiers receive their salaries on time and that Ukraine’s defense capabilities are strengthened.
Public discussions around budget adjustments for military support are intensifying, with President Volodymyr Zelensky already announcing initiatives and preparing new financial mechanisms aimed at maintaining stability and defense funding during this challenging period for the country.
